Fractional factor
The true randomness of the universe is hard to determine. Hard to determine keeping the same view of it. For a moment if all that appears black is turned to colorful and all colorful to black the universe will seem a different place. the randomness of the universe will then differ by a fractional factor which is what is left to determine.
